BTS will hold a comeback live performance to commemorate the release of their 5th full album on March 21 at 8 PM at Gwanghwamun Square. The city of Seoul plans to implement comprehensive safety management measures as tens of thousands of spectators are expected on that day. The venue area will be subdivided to prevent gaps in management, and the organizers will be requested to deploy sufficient safety personnel commensurate with the crowd size. Monitoring of crowd dynamics will also be strengthened. Centered around the Seoul Disaster Safety Situation Room, real-time urban data and security cameras will be utilized to manage congestion. Safety measures will be implemented in time slots before and after the performance, guiding phased entry and exit during bottleneck periods, and measures will be taken to prevent crowd surges during the performance. Fire and emergency personnel and vehicles will be stationed in preparation for emergencies, and emergency routes will be secured. In addition to traffic measures such as subway bypass operations and bus detours due to road control, safety measures at the site will also be implemented, including securing nearby toilets, halting rentals of bicycles and personal mobility devices for pedestrian safety, and cracking down on illegal street vendors and parking. Multilingual messages will be displayed on stage screens and large vision boards at Seoul Plaza to ensure safety for foreign visitors. The city of Seoul is also promoting measures to prevent unfair practices such as high fees targeting foreign tourists. In cooperation with local governments, they will focus on cracking down on unfair practices such as compliance with accommodation price displays and guiding reservation cancellations. Measures to prevent overcharging using mystery shoppers will be implemented at traditional markets and tourist sites frequented by foreign tourists. Additionally, various events for both domestic and international tourists will be held throughout Seoul. Before and after BTS's performance, street performances, random dance festivals, and participatory events will take place at major locations in Seoul such as Dongdaemun Design Plaza (DDP), Seoul Plaza, and Hangang Park for fans around the world. Cultural events and experiences in collaboration with surrounding commercial areas, as well as special experience events utilizing Seoul's diverse resources such as Hangang buses, are also in preparation.
